Drugged up or drunk?

When someone is “drugged up” or “drunk,” their cognitive functions are significantly impaired due to the effects of the substances on the brain. Alcohol, for example, is a depressant that slows down the central nervous system, leading to impaired judgment, coordination, and decision-making. Similarly, drugs like marijuana, cocaine, opioids, and others can have various effects on cognition depending on their mechanisms of action.
